1. **RESULTS FROM CUSTOMS MONTHLY MEETING ON 05/12/2010**
On Wednesday 5/12, U.S. Customs, USDA, FDA and the local trade participated in our monthly Customs Meeting to address issues that affect the local industry. During this meeting, CBP released Laredo Trade Bulletin Notice 10-006 that allows the receipt of in-Bond merchandise at the bonded carrier’s facility. CBP has also authorized the opening of the outer most cartons for verification at the bonded carrier’s facility.
If merchandise must be manipulated (labeled or advanced in value) you must refer the instructions of Laredo Trade Bulletin Notice 10-003, where the trade notice states that all requests to manipulate bonded merchandise will only be authorized if the merchandise is inside a bonded warehouse or FTZ and with the approval of the CBP form 3499 (Blue Letter) or the CBP form 216 if entered into the FTZ.

2. **LLUSCBA ASSOCIATION MEETING ON 05/26/2010**
On May 26th, Victor Gonzalez, LLUSCBA Vice President and Legal Counsel made a presentation to LLUSCBA members regarding the NIKE counterfeiting cases.
Nike sued two U.S. licensed customs brokers for making entry of counterfeit goods on behalf of its clients. As it turns out, the customs brokers’ clients were using stolen company identities to act as the importer of record. Since the true companies denied any relationship with the customs brokers, Nike sued the customs brokers under trademark laws alleging that the brokers failed to use reasonable care in verifying the identity of the person signing the Customs power of attorney. 3. **MEETING WITH ALFA ON 05/27/2010**
On May 27th, Jose Gonzalez, Victor Gonzalez and the LLUSCBA Mexican Broker Liaison Arturo Dominguez met with board members of ALFA to discuss the trade notice and the clarity of receipt of the bonded merchandise, as well as the Mexican Customs Brokers ability to verify the merchandise prior to export to Mexico. Further discussion on the subject matter will be disseminated to the members as it is presented.
4. **RESULTS FROM CUSTOMS MONTHLY MEETING ON 06/02/2010**
On Tuesday 6/02, U.S. Customs, USDA, FDA and the local trade participated in our monthly Customs Meeting to address issues that affect the local industry. During this meeting, advised the trade of Mr. William Eaves transferring to another port effective 05/28, CBP clarified information Laredo Trade Bulletin Notice 10-006 which Customs requested to have the location of the bonded freight put on the body of the 7512 under the description of the merchandise.

5. **RESULTS FROM MEETING WITH CITY OFFICIALS AND BUSINESS ASSOCIATIONS ON CAFTA 06/03**
On June 03, several Laredo Business Association & interested business parties from Laredo met with City officials to discuss business opportunities for the Laredo Trade industry with the CAFTA Countries. Jose Flores manager of the City Airport discussed his recent trip to Peru and the possible business opportunities for Laredo Trade wanting to participate.
A small group of City officials are planning a trip to Peru to attend a business conference and the city is looking for volunteers from the Trade sector to attend at their own expense. The conference is The Business Future of the Americas Conference Program, in Lima, Peru and the information is being forwarded to the LLUSCBA membership for consideration. City officials have started to plan the construction of the cold storage facility at both the World Trade Bridge and Colombia ports of entry for use in the intensive examination process; this is a direct result of possible business opportunities created by the trips to the CAFTA countries. This project has been submitted to the architect to acquire the structural design and a cost for approval by the appropriate Government agencies. Further discussion on the subject matter will be disseminated to the members as it is presented.
6. ** MEETING WITH ALLIANCE OF LAREDO BUSINESS ASSOCIATION (ALBA) ON 06/9/2010**
On June 9th 2010, Jose Gonzalez was involved in a meeting with leaders of Laredo business associations. This meeting was to discuss goals that will advance Laredo over the next 3-5 years and to prepare strategic planning session with elected officials and city department heads. This was the initial meeting and the next meeting is scheduled for July 14, any comments or recommendations are welcome.
7. **CONFERENCE CALL WITH THE DEPARTMENT OF HOMELAND SECURITY, MODERATED BY JOSEPH
PORCELLI AND ANNA HINKEN ON UPDATE WITH ONLINE SERVICE OUR BORDER 06/10/2010**
Jose Gonzalez participated on a conference call with the Department of Homeland Security regarding the online service Our Border http://ourborder.ning.com/. This service was created to facilitate a dialogue between the Department of Homeland Security and its stakeholders. This network provides people who are interested in issues unique to the Southwest border with a platform to organize and to share their views. Our Border is an example of the Administration’s efforts to empower the public – through greater openness and new technologies – to influence the decisions that affect their lives.
